Since a lot of people asked similar questions, I’ll answer them in this post. The brush I used for the sky is by Jan Ditlev Christensen. You can find that one and more here: http://digitalbrushes.tumblr.com/post/59909258922/jan-ditlev-christensen-photoshop-brushes
I usually mess around with the settings while painting or use a combination of different brushes.
As for the programs I use: All the animation and painting is done frame by frame in Adobe Photoshop CC (older versions of the Creative Suite are just as good for that). Sometimes, when I want to add moving clouds or something, I go to After Effects, since it can be a little grating in PS, but that’s about it.
